This measure would require cities and counties to give property owners tax refunds if the county or city “declines to enforce” laws that criminalize common activities of people experiencing homelessness.

This measure does not fix homelessness or make encampments go away.  It would negatively effect cities by opening them to costly litigation from bad faith actors.
