Emergency declarations allow the governor to quickly respond to a crisis. A state disaster declaration must be in place in order to receive federal funding.  This proposition requires legislative action to extend a governor’s declaration beyond 30 days.  Injecting  the legislature into the process of responding to emergencies would certainly slow things down and potentially put Arizonans in danger.
